The American Recovery and Reinvestment Act (ARRA) of 2009, also known more popularly as the Economic Stimulus Package or Stim Funds, calls for federal funding agencies to invest approximately $22 billion in extramural research between now and September 2010 for the purpose of stimulating our economy, in particular, retaining old and creating new jobs. Based on the success rates of our researchers, MIT would experience a 20-30% increase in research funding under the ARRA program. 1. Current PIs: Make sure you have all progress reports up to date to be eligible for stimulus funding. Get supplements to your existing grants ready. Two kinds of supplements are expected: administrative supplements for less than $100,000 (link here to program) that will only require a one-page application plus budget; competitive supplements with new aims that will likely require a 2-3 page proposal plus budget. ARRA funds need to be spent before September 2010. Contact your program officer for details.
2. Recent near misses: For faculty who have had grant applications well scored but not funded, be prepared with a 2-3 page revision of the aims and budget of the original project so that all of the aims can be completed by September 2010. Program officers will review grants, likely submitted since October, 2008 to identify those for stimulus funding.
NIH Standard Terms and Conditions for ARRA Funds
For NSF
NSF currently has many highly rated proposals that it has not been able to fund. For this reason, NSF is planning to use the majority of the $2 billion available in Research and Related Activities for proposals that are already in house and will be reviewed and/or awarded prior to September 30, 2009.
NSF also will consider proposals declined on or after October 1, 2008. The reversal of the decision to decline must be based on both the high quality of the reviews received on the initial submission and the lack of available funding at the time the original decision was made. The cognizant program officer will contact the institution when a reversal is being considered by NSF.
NSF will post a solicitation this spring for the Major Research Instrumentation Program (MRI). The Foundation currently anticipates that no other solicitations will be posted that are solely in response to the Recovery Act.
